Deepen industry-education integrationInnovative Dual-System Talent Development

      To implement the relevant directives on deepening reform of the modern vocational education system issued by the General Office of the CPC Central Committee and the General Office of the State Council, and to leverage Jinan’s platform for building an industry-education integration consortium for the automotive industry,On August 7, 2026, led by the Shandong Automobile Industry Association, Jinan Engineering Polytechnic College and Jinan Baolisi Industry and Trade Co., Ltd. (Baola Auto Modification) held a symposium on industry-education integration at Jinan Engineering Polytechnic College. The meeting focused onGerman dual systemThe three major areas of collaboration are talent development, automotive foreign trade, and joint development of new energy vehicle programs. They directly address key development challenges, including weak international exchange, inadequate hands-on instruction, and limited employment opportunities in traditional automotive marketing. Representatives from all three parties held in-depth discussions and explored new approaches to collaborative talent development between schools and enterprises. At the meeting, the association, enterprise, and college representatives shared their perspectives in turn.

Provincial Automotive Industry Association: Integrating Resources Across the Entire Industry Chain to Empower Program Upgrades at Educational Institutions

      Guo Jinna, Executive Secretary-General of the Shandong Automotive Industry Association, noted that Jinan Vocational College of Engineering boasts a profound educational foundation in its automotive programs, while Baolisi Industry and Trade has been deeply involved in automotive foreign trade for over two decades, possessing comprehensive vehicle modification qualifications and mature overseas channels. Furthermore, the head of the enterprise brings more than ten years of industry experience in Germany, paving the way to implement a localized dual vocational education system.Domestic demand for passenger vehicles is currently weak, making automotive foreign trade a core driver of industry growth. Across the province, companies are leveraging the Shandong Automotive Export Alliance to seize overseas markets, but the industry generally faces challenges such as rising ocean freight rates, geopolitical conflicts, and accumulated vehicle inventories. The association will release multiple resources to support the development of educational institutions: it can provide existing Shandong automotive industryUse historical materials from the 70th anniversary to develop an on-campus automotive exhibition hall; invite the school to participate in drafting and revising the association group standard, Technical Specification for Battery-Swapping Systems for Pure Electric Light Trucks, with the relevant outcomes available for on-campus evaluation and assessment; connect the school with resources for provincial skills competitions in new energy vehicles and intelligent connected vehicles, share resources from vehicle manufacturing, modification, and foreign-trade companies across the province, and establish channels for school-enterprise collaboration.

Jinan Baolis Industry & Trade Co., Ltd.: Introducing the German Dual System Model and Building a Practical Training Platform

      Yang Yixing, Deputy General Manager of Jinan Baolis Industry & Trade, explained that the companyJuxin settled in Jinan in 2004, setting up a marketing and R&D center in the city and a production base in Yucheng, and has built stable overseas sales channels on the back of early technical cooperation with German commercial-vehicle makers. The company will adopt Germany’s dual system of “theory at school plus training at the company” and train talent along three tracks: foreign trade, with stronger spoken English and overseas business practice; design, to fill the gap in 3D drawing skills; and production, with a focus on assembly, welding and quality inspection. It will also launch concrete measures: regular student study visits to the plant; classes taught at schools by engineers and foreign trade staff, with teachers placed at the company; paid internships offered on an ongoing basis with internship certification; and direct hiring of outstanding graduates.

Jinan Engineering Polytechnic: Identifying Educational Challenges and Clarifying School-Enterprise Cooperation Needs

      Zhang Shufeng, director of the Department of Automotive Engineering, and Li Xuyong, deputy secretary of its Party general branch, attended the meeting. Zhang Shufeng introduced the programs currently offered by the Department of Automotive Engineering.5 major programs, with approximately 1200 students enrolled. The New Energy Vehicle Technology program cluster is a provincial high-level specialty cluster. The institution currently faces three major shortcomings: difficulties in international exchange and cooperation, weak hands-on instruction in three-dimensional design, and limited employment channels in traditional automotive marketing. The institution has proposed the following cooperation objectives: implement German dual-system practical training courses, develop a distinctive automotive foreign trade marketing program, participate in the development of industry standards and provincial competitions, establish long-term off-campus internship bases, and expand diversified employment pathways for students majoring in automotive marketing.

The parties reached six major consensus points for cooperation.

     After in-depth discussions, the three parties finalized a comprehensive collaborative cooperation plan:

1.Joint development of study visits and practical training: At the start of the new semester, students will visit enterprise facilities and exhibition halls for on-site study and practical training;

2.Two-way exchange of teaching staff: Key company personnel will teach at the college, while college instructors will work alongside employees at the company;

3.Internship and employment collaboration: Companies will open paid internship positions and give priority to hiring graduates of the college;

4.Joint development of industry standards: Jinan Engineering Polytechnic will participate as a drafting organization in revising the automotive battery-swapping group standard, supporting program development and adding points to on-campus assessments;

5.International industry-education integration: Leverage the company’s German resources to establish a localized dual education and talent development system;

6.Joint participation in industry activities: Schools and enterprises will jointly participate in industry events such as annual industry conferences and automotive export achievement exhibitions.

      This symposium broke down the resource barriers among the industry, enterprises, and colleges. Using the German dual system as the foundation and the automotive foreign trade industry as its distinctive focus, it established a long-term cooperation platform to support the high-quality development of automotive vocational education in Jinan and build a talent pipeline for the foreign trade industry.
